Jerry Brown was appointed General Manager of the Contra Costa Water District (CCWD) in September 2010. He has more than three decades of experience with planning, design, construction, operation, and maintenance of water, wastewater and water recycling systems for urban areas. His work has spanned the public and private sector. Leading and managing within large utility organizations has grown his skills in strategic business planning and financial management as well.

Mr. Brown has been with CCWD since 2001 beginning as Director of Planning and then promoting to Assistant General Manager of Planning and Operations & Maintenance in 2008. In these capacities, he led the operations and maintenance of water system facilities serving more than 500,000 customers while overseeing planning activities associated with securing water supply and water quality, development of new business initiatives, conducting infrastructure renewal planning including development of multi-million dollar capital improvement programs, and conducting planning studies for enlarging the 160,000 acre-feet Los Vaqueros Reservoir and developing with other water agencies the Reservoir’s use as a regional asset.

Mr. Brown is a Board Member of the Association of Metropolitan Water Agencies, California Urban Water Agencies, and the Bay Area Council. In these capacities he influences state and federal water policy while ensuring the needs of CCWD customers are met. He is a dedicated member of the American Water Works Association and serves on the Direct Potable Reuse Standards Committee and the Reclaimed Water Standards Committee. He is an active member of the American Society of Civil Engineers where he was past chair of the Committee on Engineering Management and Business Practices. He was also past Vice Chair and an Executive Committee Member of CalDesal, a group focused on advocacy for water desalination. He is also engaged in work with the Water Research Foundation and Association of California Water Agencies. Mr. Brown has authored several papers and articles focused on water and wastewater management, construction, and engineering. He participates as the United States delegate to the Global Water Operator Partnership Alliance steering committee.

Mr. Brown is a registered Civil and Mechanical Engineer in California. He holds a Bachelor’s Degree in Mechanical Engineering from California State University at Northridge, a Master’s Degree in Civil Engineering from the University of Southern California, and a Master’s Degree in Business Administration from California State University at San Jose. His career began with the Los Angeles Department of Water and Power in 1986. From 1991 to 2000, he worked with the East Bay Municipal Utility District. He then worked with the San Jose Water Company, an investor owned water utility, prior to starting with CCWD.
