Steve Welch was appointed General Manager of the Contra Costa Water District (CCWD) in December 2019. His 30+ years of experience includes planning, design, engineering and construction, operations, and maintenance of water systems for urban and industrial service areas as well as management of safety, budget, performance standards, daily operations, long-term water supply and financial planning.
Mr. Welch has been with CCWD since 1997 beginning as a Principal Engineer before promoting to Director of Engineering in 2001. In 2007, Mr. Welch became the Assistant General Manager – Engineering, overseeing the Engineering, Planning, Operations and Maintenance, and Watershed and Lands Departments. In these capacities, he led the operations and maintenance of water systems facilities serving more than 500,000 customers generating over $160 million per year while managing over 220 professional and technical staff. Mr. Welch places a strong focus on safety, performance metrics, financial management and accountability, diversity and inclusion, and customer service. Mr. Welch has a strong track record of success in completing over $1 billion in projects and programs on schedule and budget. His primary objectives managing CCWD are continuously increasing value to the customer and diversifying and increasing revenue streams.
Mr. Welch is a registered Civil and Structural Engineer in California. He holds both a Bachelor and Master of Science degrees in Civil Engineering and a Master of Business Administration, all from the University of California at Berkeley. His career began with Black and Veatch Engineers in 1989. From 1991 to 1997, he worked with East Bay Municipal Utility District prior to starting with CCWD.
